Staff reported strong compliance with state training: elementary teacher completion rose to 97% as of the presenter’s check, secondary ELA completion reached about 98%, and overall completion approached 96%. The plan sets proficiency targets through June 2030 (e.g., third graders proficient by VALLSS; 75% of fourth/fifth graders passing reading SOL with a score of 450; 90% of middle school passing thresholds; 50% of high school students achieving a pass‑advanced score of 500 on end‑of‑course reading assessments). Staff said monitoring would include CESIP quarterly reviews, coaching logs and data meetings and that eduCLIMBER will support tracking over time.
A motion to forward the proposed biennial Division Literacy Plan to the full board for approval carried in committee by voice vote. The item will be placed on the full‑board docket for consideration. Staff said they will continue to provide implementation detail, professional learning schedules and progress metrics for the board and the public.
