Lisa Shiron told the council she purchased vacant land recorded with a 45-foot easement that later became a dedicated right-of-way. She said staff recently sent a vacation application with a fee of $6,250 to convert that right-of-way back to an easement and asked for council guidance and possible relief.
Council members and staff discussed the legal and recording steps required. Town staff and the attorney explained that converting a dedicated right-of-way back to an easement would typically preserve the town’s utility and access rights while returning ownership of the land to the property owner. Staff said some fees are town fees while others are county or third-party recording or processing charges.
The council expressed sympathy for Shiron’s situation and directed staff (including the town attorney) to review the application process and identify which town fees, if any, could be waived. Council asked staff to follow up with the resident next week and to pursue administrative options that avoid unnecessary expense for the homeowner when legally possible.
The resident indicated she would pause her application pending staff follow-up.
