"The project will include commitments for approximately 4,000 construction jobs and 1,500 permanent full‑time jobs," Carter said, and noted the county secured an industrial revenue bond framework and negotiated safeguards to protect county interests. She also said county staff published the executed documents on the county website for public review.
County leaders said construction activity already produced a spike in gross receipts tax receipts (a $4.2 million increase in December) and that a January announcement by another company would add additional jobs in the region. As part of the Project Jupiter agreement, officials reported roughly $6.9 million in supplemental community investment commitments, including about $1.5 million toward a Boys and Girls Club, $4 million for workforce development (including career and technical education facilities) and a $50 million allocation for water infrastructure projects.
Chair Manuel Sanchez and County Manager Scott Andrews emphasized oversight and regulatory compliance. "Projects of this scale must meet environmental regulations, water use requirements, and all permitting standards at the local, state, and federal levels," the chair said, adding the county will continue monitoring compliance after approvals.
