Oakdale council approves liquor license, land-use permits and a five-year prosecution contract; one council member recuses

The Oakdale City Council on Sept. 23 approved a set of routine and land-use actions including a new liquor license for a sports venue, multiple development approvals and a five-year contracted prosecution agreement.
Liquor license: Mayor Zabel opened a public hearing on a new on-sale intoxicating liquor license and an on-sale Sunday license for Quantum Sports LLC doing business as Scorehub at 895 Hail Avenue. No members of the public spoke. A council member moved to approve issuance for the current license term (which expires March 31, 2026); the council approved the motion by voice vote.
Energy Conservatory site plan amendment: Luke, from Community Development, presented a site plan amendment to add a roughly 3,500-square-foot training addition to the Energy Conservatory building at 403 Hayward Avenue (the existing building is about 25,000 square feet). Staff concluded the proposal complies with zoning and recommended approval subject to three conditions in Resolution 2025-85 (including final civil construction plan approval, rooftop screening details to be resolved at permit, and obtaining required permits from outside agencies). The council adopted Resolution 2025-85 by voice vote.
Conditional use permit — oversized accessory: The council approved a conditional use permit (Resolution 2025-86) allowing a roughly 900-square-foot workshop accessory structure at 2954 Granada Lane North, subject to four conditions: meet setbacks and height limits, limit size to 900 sq ft, remove an existing accessory canopy before construction, and obtain a building permit. Planning commission recommended approval after one neighbor comment.
Contracted prosecution services: City Administrator Miss Walkers asked the council to authorize a five-year agreement with a private law firm for contracted prosecution services (transcript spelling of the firm varies). Before the vote, one council member recused themself from participation, citing a business relationship with the firm; the council then authorized the mayor and city administrator to execute the agreement by voice vote.
Consent agenda and other business: The council approved consent motions A through N, heard reports from Parks & Recreation and the Tree Board, highlighted community events (city cleanup, farmers market, photo contest, buckthorn removal), approved claims totaling about $3.17 million for Sept. 10–23, and adjourned.
Next steps: Conditions attached to the land-use approvals must be satisfied and required permits obtained before construction or platting moves forward.
