Oakdale council adopts rezoning and preliminary plat for 9th Street Landing subdivision

Oakdale’s City Council voted Sept. 23 to rezone roughly six acres at the 9th Street Landing site and approve a preliminary plat that will create five market-rate single-family lots.
Luke, a Community Development staff member, told the council the property — identified by the applicant as immediately east of the Platinum Bank parcel — is currently zoned R2 for low-density single-family homes and contains wetlands and trees. The developer, Prelude Holdings, proposed changing the zoning to R3 to allow 50-foot-wide single-family lots; the existing home on the site would remain, and the proposal is for market-rate units that are not income-restricted.
Staff recommended approval with 10 conditions included in Resolution 2025-87. Among the conditions are execution of a development agreement; approval of site civil plans; satisfaction of park-dedication requirements; conveyance of a wetland and buffer area as an outlot to the city for future ownership and maintenance; construction of a sidewalk along Upper Ninth Street and completion of the full buildout of Upper Ninth Street (which currently terminates partway through the adjacent parcel); submission of an acceptable tree preservation plan; execution of a grading-permit agreement for work prior to final plat; and required permits from outside agencies.
Luke said the developer adjusted the preliminary plat after neighborhood feedback, shifting a 15-foot access corridor to reduce tree removal along the southern boundary and enlarging a drainage and utility easement in the southwest portion of the property to provide a buffer for homes in the Oakrest Ridge subdivision.
The planning commission held a public hearing Aug. 7 and recommended approval. Council members heard staff’s presentation, acknowledged neighbor outreach by the developer and then adopted Ordinance 954 rezoning the property and Resolution 2025-87 approving the preliminary plat by voice votes.
Next steps: the developer must satisfy the conditions in Resolution 2025-87, submit final civil plans, and obtain any required outside permits before final plat approval.
