Ski club asks Libby council to pursue $250,000 NRDP grant to remove gravel spoil pile

Jared Lampton, vice president of the local cross-country ski club, told the Libby City Council the National Resource Damage Program (NRDP) is prepared to fund the full cost of removing a gravel spoil pile and creating a proposed parking area, if the city will accept the grant and act before the public comment period closes.
“The NRDP is prepared to fund the entire project for $250,000, just pending the city's approval,” Lampton said during the public-comment period, and he urged the council to request an extension of the NRDP public comment deadline (he said the deadline was July 10) so stakeholders could align on project details.
Lampton said he has submitted documentation, including a removal-and-disposal proposal and a parking-lot plan prepared by Andy Evanson. He recommended the city consider taking lead on the application so the municipality controls engineering and design because the spoil pile is city property. Council members agreed to place the item on a future agenda for formal action and staff said they would contact state personnel about potential extensions and next steps.
No vote was taken at this meeting; the council asked staff to follow up and bring a formal agenda item back for consideration.
