The Libby City Council voted to adopt Resolution 258 to abandon a remaining portion of Coupney Street and a portion of Colorado Avenue, clearing the way for the parcels to be repurposed.
The council’s resolution describes the property as a roughly 17,000‑square‑foot, horseshoe‑shaped tract in the northwest corner of Section 3, township 30 north, range 11 west, and it reserves a 25‑foot easement for storm‑drain maintenance. The motion to adopt the resolution carried by a 3–1 vote, the council recorded.
Mayor Williams said state law requires public notice for street abandonments and staff posted notices in the local newspaper as required. A councilor noted the parcel has limited municipal utility value and supported abandoning it so it can be put to “higher and better use,” as council discussion described.
Councilors asked about future water‑main extensions; staff said the city cannot require a developer to install a water main unless the property requests service, and any extension would have to meet city water rules and extend to the property line. After the vote, council directed staff to coordinate next steps with Sam in the city office.
The resolution text presented to council included an exhibit showing the abandoned area and references to adjacent plats and certificates of survey. City staff will follow the statutory posting and filing steps required for abandonment.
