Council approves design deal for new West Bank water plant; parks department outlines capital upgrades

HANVILLE, La. — The St. Charles Parish Council on March 2 approved a professional‑services agreement with Principal Engineering Inc. to design a new 4‑million‑gallon‑a‑day West Bank water-treatment Plant E at a not‑to‑exceed fee of $4,814,999, while Parks and Recreation outlined a string of recent and planned capital projects.
Greg Gordon, director of the Department of Waterworks, told the council the design contract will allow construction planning for a modern Plant E to replace older Plants A (1951) and B (1962), consolidate controls and provide updated treatment, a centralized chemical-feed building and improved chlorine storage. “The successful construction of Plant E will provide the citizens of St. Charles Parish with a modern facility, provide safe drinking water for the foreseeable future,” Gordon said.
Council materials and staff estimated construction costs at about $49,835,250 (roughly $50 million). Gordon said the parish secured $3 million in state capital-outlay funding to assist with design. Parish President Juel and council members discussed a multi‑tier funding strategy, noting the project will rely on a mix of parish, state and federal sources and could proceed in stages.
Parks and Recreation reported a portfolio of recent improvements and planned work: inclusive playgrounds, a renovated court and field complex, a new dog park coming to bid, and a boat launch in Des Allemands (transcript: 'Dalman') set for the annual plan with a $1.8 million allocation. The department also reported partnerships with local sports organizations that reduced program fees, new staffing to coordinate booster‑club and school relationships, and summer registration information for swim school and camps.
Council also approved a $660,000 construction contract for four sand‑volleyball courts at the community center site (file 2026-000066) and approved several other routine ordinance items after public hearings with no speakers.
The Plant E design contract is recorded as file 2026-000060; construction funding and schedule remain subject to future appropriation and permitting.
