District staff requested board authorization to enter a Master Service Agreement (MSA) with ICS Consulting, a full-service engineering and facilities-planning firm that would provide on-call services (design, engineering, construction management and long-range capital planning) at pre-established rates.
Staff said the agreement would not obligate the district to use ICS exclusively but would create a pre-approved partner to respond to needs such as the Northwestern elementary water-system replacement, a project currently on the capital plan. Staff told the board the MSA has been submitted to the district solicitor for review and that rates would be brought back to the board if they change.
Board members asked whether an MSA would limit the district's ability to seek competitive proposals; staff said the MSA is non-exclusive and would provide another option for projects while the district continues to compare proposals and costs. No vote was taken at the workshop; staff said they expect to bring final documents to the next board meeting after solicitor review.
