Rialto board approves field trip, program pilots and multiple contracts including WGU affiliation and construction finalization

• E2.3 — An overnight field trip to the Mercov (Emerald Cove) Science Institute for up to 60 students and three chaperones from April 22–24, 2026, at a cost not to exceed $15,618 to be paid from general funds; trustees asked staff to confirm chaperone lists and camp provider background checks before final processing.
• E3.5 — An affiliation agreement with Western Governors University (listed on the agenda as an education affiliation) to support pathways for current and future nurses; trustees clarified this agreement is not expected to cost the district directly and functions similarly to student-teaching partnerships.
• F2 — Approval of a deductive change order for Hunch Construction’s shade-structure project, adjusting the contract to $262,568 and accepting work completed on Oct. 24, 2025; staff will file the appropriate notice of completion with the county recorder.
• F3–F9 — A set of program contracts and renewals: amendments to enrichment providers (Southbox Groups, DASA Care Music and Arts) for an estimated total listed in the agenda; renewal of a subscription to Peers and Clinical assessment tools for special education evaluation workflows (not to exceed $100,000); a pilot teacher-authorization program with the University of Southern California for math teachers (25 teachers enrolled; pilot cost cited at $177,000 to cover instruction and materials and intended to impact roughly 1,000 students); pilot licenses and implementation services for literacy/math platforms (Imagine Learning) at an agenda amount not to exceed $54,077; and adoption of SIPS intervention kits for elementary and secondary campuses at a cost not to exceed $86,800.
Trustees asked for clarifications on scope, language accessibility and procurement terms for the subscriptions and pilots, and staff agreed to provide follow-up reports and usage metrics. Votes on consent items were recorded in the meeting minutes; most passed unanimously or with routine abstentions where declared.
Board members emphasized that several of the pilot programs are time-limited and will be evaluated for impact and cost-effectiveness; staff were asked to return with implementation reports and outcome metrics where applicable.
The board recessed to closed session later in the evening and returned to approve a settlement action in pending litigation and to complete the superintendent appointment before adjourning.
