The council approved the minutes of the Feb. 10 meeting by a roll‑call vote recorded as 10–0. The consent agenda (item K) carried on a roll‑call vote of 10–0. Committee reports were received and approved: the administration committee’s recommendations (adoption of item 28 and direction for the city attorney in closed session for item 29) were approved 10–0; the public works committee recommended passing item 30 as amended and adopting items 31–33 and council approved those recommendations 10–0; the economic development committee’s recommendations (granting item 34, granting item 35 with amended hours, passing item 36 and adopting items 37–38) were approved 10–0.
On a contested item, the public safety committee recommended dismissal of a summons and complaint against an applicant identified as Haley Negron (item 40). Council debated whether the applicant had been truthful during earlier licensing interviews; after discussion the council voted 6 in favor and 4 opposed to dismiss the charge and allow the applicant to retain her driving privileges, and the motion carried. The meeting adjourned following a motion to recess to committee meetings and a later reconvening before final adjournment.
