Germantown committee backs cost-recovery agreements and consultant contracting for large fiber build

Staff described two overlapping efforts: a fiber ring proposed along County Line Road and separate subdivision-level upgrades by incumbent carriers. Staff said combined work could exceed 100 miles of installation and would generate substantial permitting and inspection workload. Draft agreements are intended to allow the village to recover consultant and staff review costs from the telecom companies, contingent on the village attorney’s final review.
The committee voted unanimously to recommend the village board authorize agreements that allow staff to pass through consultant fees and inspection costs to the utilities. Trustees emphasized the need for escrow mechanisms or similar safeguards so the village would not front large outlays while awaiting reimbursement.
On consultants, staff reviewed responses to an RFP. Two firms—Ruker & Milky and Clark Deetsz—had significant fiber experience; the committee selected Clark Deetsz for initial permit-review and inspection services under a not-to-exceed framework while preserving flexibility to use Ruker & Milky for larger or specialized tasks. Contracts were described as time-and-materials with monitoring and staged starts (small pilot permits followed by larger deployments) to control hours and cost. Members asked staff to stage initial permits, conduct regular coordination meetings and provide periodic updates to the committee.
The recommended agreements and consultant selections are intended to allow the village to manage inspection quality and site coordination while recovering the costs of an expansive and time-intensive construction program.
What’s next: staff will finalize agreements with the village attorney, set up mechanisms for escrow or direct billing where possible, and begin pilot permit reviews with the selected consultant; the committee asked for regular updates as the work progresses.
