The Allegany County Public Works Committee approved a contract amendment March 4 with Watchdog Building Partners LLC for additional construction management services on the county wastewater treatment facility complex and water tank/rechlorination building project.
Tom Wind explained the amendment (not to exceed $258,000) covers an initial review of drawings and specifications prior to bidding, ongoing construction administration and inspection services, and hourly contingency work if additional inspectors are required. Wind said Watchdog has provided effective oversight on the DPW shop and will assign the same personnel to this project; the amendment includes a lump‑sum fee per component and hourly fees for additional services.
Committee members asked about insurance and bonding; staff confirmed that Watchdog carries required insurance and that Allison (county staff) would verify all copies. A committee member asked whether the cost is budgeted; Wind said the expense will be paid from capital funds. Members praised Watchdog's project‑management software and its usefulness in tracking submittals and RFIs.
The committee approved the amendment on a voice vote. Staff will proceed with executing the amendment pending standard contract language and county attorney review.
