Kingsburg staff reports low vacancy rates in 2025; no bargaining unit exceeded AB2561 threshold

Assistant City Manager Christina Windover presented the city's AB2561-required annual report on vacancies, recruitment and retention covering calendar year 2025, telling the council the city maintained 57 authorized full-time positions across three bargaining units and experienced 11 vacancies during the year.
Windover said 10 of the 11 vacancies were filled by year end and the average time to fill a vacancy was 33 calendar days (51 days for external recruitments and 19 days for internal moves). She reported an annual staffing turnover rate of 19% when counting promotions and internal movement, and 12% when excluding internal promotions. "None of those bargaining units exceeded the 20% vacancy rate," Windover said, so the city did not trigger additional external reporting requirements under AB2561.
Windover outlined recruitment and retention actions: clarifying job descriptions, updating testing standards, streamlining hiring steps, and quarterly reviews of ambulance-billing allowances with SHARP to improve financial reporting. The report was informational; staff recommended the council receive and file the report and no action was required.
