Committee approves multiple bridge and culvert contracts, inspection agreements for 2027 season

The Allegany County Public Works Committee voted March 4 to award several bridge and culvert construction contracts and to approve related inspection and funding resolutions for work planned during the 2027 construction season.
Tom Wind presented multiple procurement items tied to Bridge NY and county projects. The County Road 31 culvert replacement (PIN 675576) was recommended for award to Twin Tiers Constructors as the lowest responsible bidder at $1,859,842, with construction anticipated in 2027 and a targeted November 15, 2027 opening. The motion to award Twin Tiers carried.
The committee also approved awarding the County Road 2 over Car Valley Creek replacement (PIN 6755.75) to Union Concrete at $1,467,000 and added a resolution authorizing the chairman to sign contracts; the item is funded through Bridge NY and construction is planned for the 2027 season. Committee members requested the resolution language be included so the chairman may execute the contracts.
For construction support and inspection services, the committee approved supplemental agreement No. 1 with Bergman Associates for the Car Valley Creek project (not to exceed $275,906) and a separate supplemental agreement for the Middle Hill Road/County Route 31 project (not to exceed $231,192). Members noted Bergman performed the design work and should be added to the inspection resolutions.
Separately, the committee adopted a Service Level Agreement addendum to implement and fund the Bridge NY rehabilitation for County Route 4 over the Jese River (PIN 6755.74) and authorized the chairman to sign related documents.
Committee members confirmed funding will be included in 2027 budgets and that state and federal reimbursement eligibility applies. All motions carried on voice votes; specifics of contractor bonds and start dates will be managed through contract documents and the county attorney's office.
