York County OKs $40,800 ARPA-funded passenger van to replace aging transport vehicle

York County commissioners voted Sept. 2, 2022 to purchase a replacement passenger van for county public transportation using American Rescue Plan Act (ARPA) funds. County staff said the vehicle is a passenger‑only 2022 Pacifica Touring model needed to replace an older caravan that is frequently in the shop.
Lori, the county official presenting the request, told the board the county could no longer acquire certain Buy America–compliant wheelchair-accessible vans through NDOT and that a passenger‑only minivan is the practical option for some routes. She said the county received two bids and recommended the lower one, from Erd Camp Motors, at a cash price of $40,800. “I would recommend that we go with the Erd Camp,” Lori said.
Commissioner Kurt moved to accept the recommendation and purchase the 2022 Pacifica Touring from Erd Camp Motors for $40,800; Commissioner Bill seconded the motion. The board approved the purchase by roll call vote with all voting members recorded as “yes.”
County staff noted the purchased vehicle would replace the caravan and that the caravan would remain in service as a backup. Staff also said delivery timing was uncertain because the vehicles are being built to order and production schedules are changing.
The purchase will be paid from ARPA/ARPA‑related funds the county has been using for capital and one‑time needs; staff said interest earned on previous ARPA disbursements helped offset the cost. Commissioners asked staff to notify the board when the vehicle is ordered and when it enters the county fleet.
