York County board approves zero-tolerance drug‑and‑alcohol policy for public transit

The York County Board of Commissioners approved an updated drug-and-alcohol policy for York County Public Transportation on Sept. 20, keeping the department's long-standing zero-tolerance approach.
Lori Byers, director for York County Public Transportation, told the board the update reflected NDOT templates and mostly administrative changes such as updated review staff and contact information. She said the county has historically chosen the zero-tolerance template, which removes employees who test positive without an approved explanation; an alternate template allows a remediation process and retention in employment.
"We have always elected to go with the zero-tolerance policy," Byers said, explaining the department's choice.
Commissioner Kurt moved to approve the updated policy; the motion was seconded and carried by roll call. Staff will post the updated policy to the NDOT site and retain the county’s existing practice on employee testing and consequences.
The board's action updates the county transportation policy record and authorizes staff to file the approval paperwork with NDOT.
