York County appoints Jim Ulrich as Four Corners Board of Health member for remainder of term

The York County Board of Commissioners on Oct. 18 chose Jim Ulrich to fill a vacancy on the Four Corners Board of Health created by the resignation of Margaret Brink.
The board opened the seat to several applicants and heard statements in public from Pamela Fairbanks, who emphasized long local ties and experience in education and public-health volunteering, and Jim Ulrich, the CEO of York General Healthcare Services, who highlighted hospital-public health partnerships during the COVID-19 pandemic. Willard Pearson also spoke about listening to multiple perspectives and the value of deliberation on health-policy issues.
Jack and other commissioners clarified the role and authority of Four Corners: it functions mainly as a public-health information clearinghouse and advisory body (the board does not itself possess authority to issue mandates). Commissioners also discussed whether the appointed term should finish out 2022 or run a full three-year term starting in January; the board decided to appoint someone to fill the remainder of 2022 and revisit the full-term appointment in January.
A motion to appoint Pamela Fairbanks failed for lack of a second; a later motion to appoint Jim Ulrich to fill the remainder of Margaret Brink's term passed by roll call. Commissioners thanked the applicants for volunteering and urged diligent attendance at Four Corners meetings.
Next steps: Ulrich will serve as York County's "spirited member" on Four Corners for the remainder of 2022; the board will place a full-term appointment on the Jan. 2023 agenda.
