York County board agrees to proceed with refinancing plan for York University bonds

Representatives for York University told the York County Board of Commissioners on Oct. 18 that the college plans to refinance existing bonds and consolidate two obligations into a single loan through Union Bank, the institution's current bondholder.
Todd Sheldon and Sam Smith of York summarized the request, saying the work is largely paperwork and legal work handled by attorneys. "Union Bank... is going to be the lender," Sheldon told the board, and the refinancing would "combine that into one debt so that we have just one payment instead of two." Smith added that, if pricing had held earlier, the illustrative rate would have been about 5.05%.
The refinancing is intended to replace the debt taken to buy the former Mahoney house property; presenters said the college will cover fees and costs associated with the transaction. The board approved a motion to authorize the concept, direct counsel to prepare documents and a resolution, and to proceed with hiring bond counsel; the county will receive and review the formal resolution and vote for final adoption at a later meeting. Commissioners emphasized that closing by Dec. 31 would keep the transaction within 2022 authority and avoid carrying it into the next fiscal year.
The action taken at the meeting was to approve proceeding with the application and to instruct staff and counsel to prepare closing paperwork and a formal resolution for subsequent adoption. No final bond documents were signed at the Oct. 18 meeting; commissioners said they expect bond counsel to return with the formal resolution, disclosures and closing details before any final vote.
Next steps: county and college counsel will prepare and circulate a resolution and closing documents; the board will consider final approval at a subsequent meeting pending completed legal review and closing logistics.
