The City Council unanimously approved a resolution on Feb. 25 supporting a 9% Low-Income Housing Tax Credit (LIHTC) application by W Cooper Development for an 80-unit project dubbed Toova Terraces in the southeast barrio neighborhood.
Staff explained the tax-credit program administered by the Texas Department of Housing and Community Affairs and said the council—s resolution of support (and a requested $500 fee waiver) improves the applicant—s competitive scoring. W Cooper representatives and neighborhood supporters, including Quinton Marquez of the Barrio Neighborhood Planning Committee, addressed council during public comment in favor of the project and cited its proximity to Glennwood Park, Glennwood Elementary and other neighborhood assets.
The project is proposed as a three-story, garden-style rental complex on roughly six acres of vacant land (16001 SE 28th). Staff said the developer will target a range of incomes (approximately 30–60% of area median family income) and is not requesting local tax abatements through this process. The Park Board and other community groups have submitted letters of support.
Council passed the resolution and approved the fee waiver; staff said the support is intended to strengthen the LIHTC application.
Next steps: W Cooper will submit the application to the state; the developer will continue local outreach and proceed with state LIHTC timelines.
