The Amarillo City Council approved a municipal utility/public improvement district (MUD/PID) template to enable shared funding for infrastructure on developments outside the city limits.
Supporters said the tool lets developers take front‑end risk and allows the city to secure infrastructure without upfront municipal spending. "It allows for the developer to take all the risk...and when that fee pays off, then you will be annexed into the city," a council member said during debate. Proponents also argued the model can lower per‑unit housing costs and help annex adjacent areas when appropriate.
Opponents and some members of the public expressed unease about property rights and urged more community education. Council members asked staff to bring consultants back for a public recap and to ensure stakeholders (realtors, developers and neighborhood groups) understand how the template would be used.
The motion to accept item 9J passed after council debate; staff said they would continue outreach and bring the consultant back to a future meeting for further explanation.
What’s next: Staff will continue stakeholder education and may return with consultant presentations to explain how a MUD/PID template could be applied on proposed projects.
