Audit services: Director of Finance Katrina Owens recommended CliftonLarsonAllen (CLA) for a multi‑year audit services agreement after an RFQ process. CLA proposed a 35% discount off standard hourly rates to bring its fee within the city’s budget and estimated about 3,175 hours across 13 engagements (10 audits plus agreed‑upon procedures). Council voted to award the audit services agreement to CLA.
North Heights waterline: Public Works/Utilities staff presented a construction contract recommendation to abandon existing 2‑inch steel lines and install nearly two miles of new 6‑inch main (plus 300 feet open cut) to reconnect 221 services. Turkey Creek was the highest‑scored and lowest‑price proposer at approximately $1.28 million with a 100‑working‑day schedule; council approved the contract.
Appointments: Council appointed Don Tips to the Amarillo Convention & Visitors Bureau board and Andrea Hendricks to the Community Development Advisory Committee (to serve through Dec. 31, 2026). Council discussed converting a Beautification & Public Arts advisory council seat from a council member to a citizen appointee and directed staff to return an ordinance to implement that change.
All motions on these items were seconded and approved by voice vote during the meeting.
