Edgecombe County commissioners approve ordinance change on longevity pay, budget amendments and several public hearings

The Edgecombe County Board of Commissioners on March 2 approved a series of routine but consequential administrative items, including an ordinance amendment to align county law with an earlier personnel-policy change on longevity pay, three budget amendments, and proclamations honoring local organizations.
After a public hearing and no public speakers on the matter, the board approved technical corrections to County Ordinance Chapter 19, Article 3, Section 19-75 (longevity pay) to mirror a personnel-policy change that increased longevity percentages and updated the eligibility date. Mr. Peter read the public notice announcing the hearing; the board moved and approved the ordinance amendment by voice vote.
The board also unanimously approved three budget amendments presented by county staff: (1) additional funds to the Health Department for a supplemental nutrition program; (2) line transfers in Maintenance to cover increased utility costs; and (3) a personnel-line adjustment in the Sheriff's Office for credential incentives. Mr. Evans described the moves as accounting shifts to reflect reimbursements and unexpected utility costs.
Proclamations passed by the board included a National Girl Scout Day resolution presented by Regina Cobb and two Girl Scouts, and a detailed proclamation recognizing St. Paul African Methodist Episcopal Zion Church's history and a March 22 observance. The board approved both proclamations by voice votes and invited participants to receive signed copies and photographs.
The board also approved procedural steps to continue calendar items: it called for a public hearing on April 6 related to changes in the county's CDBG Neighborhood Revitalization Program (a previously accepted $950,000 grant) and called a public hearing for facility-use ordinance technical corrections at the same April meeting. The tax administrator reported to call the Board of Equalization and Review to convene April 6 and adjourn May 4 for informal appeals; commissioners approved the schedule.
