Council OKs right‑of‑way purchase, water‑line extension in deal with Ratcliffe trust

The Washington City Council on March 2 approved a development agreement with the Keith and Judy Ratcliffe joint revocable trust to secure roughly a half‑acre of right‑of‑way needed to extend the East‑West Parkway near South Point Road. City staff said the portion of right‑of‑way in question was valued at approximately $30,000 and the Radcliffes requested continued access to the parkway; in exchange the city will continue a water‑line extension south along South Point Road, a public‑works improvement staff estimated at about $75,000 in value.
“At the end of the day, this gives us the right‑of‑way and allows development to proceed piece by piece when development occurs,” a staff speaker said while describing the map and the planned parkway alignment. Keith Ratcliffe, speaking for the landowners, told the council they had cooperated with city staff and had no outstanding questions about the plan.
Staff said the water‑line work will be funded from the water department budget and the transportation sales tax. Council approved the agreement on second reading.
The measure was introduced as the development agreement between the city and the Keith and Judy Ratcliffe joint revocable trust (dated Dec. 17, 2012) and was adopted by voice vote as recorded in the meeting.
