A staff member leading the activity asked scouts to indicate their votes during the exercise: “So, ma’am, how do you vote?” to which the scout replied, “Yes.” The transcript records five affirmative votes during the ceremonial session. Sarah Grayson, a meeting participant identified in the transcript, was among those who voted yes.
