The ordinance was part of the consent calendar introduced by City Manager Rodriguez and approved after a roll-call vote. City Clerk Friedrich recorded affirmative votes from Council Members Burke, Hayford Olirri, Christensen, Council Member Coleman Woods and Mayor Mary Supple; no no votes or abstentions were recorded.
Rodriguez told the council that the initial draft of the ordinance omitted an explicit statement that it would take effect on passage, and staff corrected that language in the version submitted on the consent calendar. The agenda item list for the consent calendar also included approval of disbursements and claims and the establishment of an engineering consultant pool for routine professional services covering calendar years 2026–2030.
Council discussion at the meeting was brief. Council Member Burke noted the historical context for the pre-notification requirement and asked staff to keep the council updated as the broader policy study continues later in 2026 and into early 2027. Rodriguez said the temporary ordinance is intended as an interim measure while staff continues its work on a permanent revision.
What’s next: The ordinance takes effect immediately under the emergency language approved by the council. Staff will follow up with implementation details and any recommended budget amendments tied to consent items that require funding changes.
