Clifton Heights manager to place comprehensive-plan grant request on council agenda

Clifton Heights Borough Manager told council the borough will seek state municipal assistance funding to update its comprehensive plan for the first time since 2006.
"In your folders is a municipal assistance program map application and resolution that's going to be brought up to council," the Manager said, adding the application includes a local match of $50,000 that the borough has budgeted. The manager said the county planning department would also contribute if the borough proceeds.
The manager described the work as a multi-step process: hiring a planner, forming a community committee, and reviewing population and land-use changes, zoning ordinances and issues such as smoke shops. He estimated the update would likely take about two years and said the administrative staff would present a resolution for council consideration at a future meeting.
Council members were not recorded as voting on the application during the excerpted discussion; the manager framed the item as an agenda request to enable formal Council action later.
If approved and funded, the comprehensive-plan update would provide Clifton Heights a current roadmap for land use and guide future grant applications and zoning revisions. The manager said Representative B and Senator Carney are already supportive of the effort, and staff expect the Department of Community Development (DCD) to be receptive based on the borough's recent grant record.
Next steps: the manager will place the resolution on a future agenda for formal council consideration and staff will return with a formal scope and any required contract or bid requests for planning services.
