Titans project team reports steady progress: 630 workers on site, DBE outreach and GMP award timing

Kellen Dorsy, speaking for the construction team, said the site is averaging about 630 workers on a weekly basis and that the workforce grows by roughly 25 trade workers per week as new packages mobilize. “You can kind of start to see the field coming into shape,” he said, describing poured columns, pre‑cast seating raker placement and underground electrical and plumbing work.
Project management emphasized timing linked to the GMP: once the GMP was approved, many recommended award packages needed a short turnaround to lock pricing. Heather Hill (Cummings Management Group) told the board that the September state draw was funded on time and that the October draw process begins on the 15th of the month, noting the team meets weekly with the Titans and primaries to finalize any outstanding comments before awards are issued.
On inclusion and outreach, the team described multiple efforts to reach DBEs and small businesses: master classes, office hours, targeted outreach events, and in‑field meetings with primes to help smaller subcontractors form partnerships. Project staff also reported that based on awards and payments through the second quarter accounting window the number of participating firms tracked by category ticked up from 30 to 32 with a mix of MBE/WBE/SBE participation.
John Gomos, reporting on workforce development, said the TC2 program has run three cohorts with 32 graduates; 20 of those graduates have entered construction work on the Titans project or elsewhere. He said cohort 4 is scheduled for November and that the program will continue reporting placement outcomes.
What’s next: the project team will continue weekly coordination with primes and the owner team, issue recommended awards in short order to lock GMP pricing, and provide updated participation and payment projections after GMP adjustments and award acceptance.
