Curtis Smith and Kadija Walker Bobs, participating online, told commissioners the amendment would add 19 grant‑funded positions to Schedule B to support rollout of non‑congregate shelter units and accept the portion of the grant not previously accepted. Staff also requested authority to increase planning and administrative activities up to HUD’s 15% cap; they said that cap would allow up to $1,561,748 for planning and administration and that any unused admin funds would be used for programming.
Commissioners asked whether the board would need to revisit staffing before the grant’s end in 2030; staff said they did not expect to return for authorization but planned to come before the board to present results and that future HUD opportunities remain uncertain. The board approved the amendment by voice vote (recorded as five yays, zero nays).
