Council advances Gates Mills Boulevard linear-park landscaping amid design review requests

Don, who presented the item, said the base bid totaled about $280,000 and alternates for expanded plantings and canopy trees added roughly $79,000. He told council the city obtained good references for the recommended contractor and that the work would include plantings, trees and hardscape elements. Several council members expressed concern about specific design details — benches, large hardscape features, and the scale of paved surfaces — and asked that the parks & beautification committee and MKS, the landscape architect, meet to review planting materials and bench selections.
One council member noted she had sought more iterative collaboration during the design process and asked that two committee members meet with MKS (one-on-one or by Zoom) to provide expertise without forming a committee majority. Don said planting timing and contractor lead times meant the project would likely run through September and October and that there is flexibility to "non-perform" certain features (subtract them from the contract) if council later decides to omit them.
Council discussed procurement timing (bids are typically valid for at least 30 days), the need to avoid losing the favorable low bid and the tradeoffs between finalizing the full aspirational plan and allowing refinement. Members agreed to proceed while providing an opportunity for limited review: committee members will meet with MKS and staff will return to council with any material changes. The council recorded support for proceeding under those conditions.
Next steps: Parks committee representatives will meet with MKS, staff will coordinate timing with the path contractor, and council will revisit any material design changes at a future meeting.
