Council discussed timing and market conditions and directed staff to reject the current bids, rebid the project and consult contractors informally beforehand to encourage greater competition.
"He resubmitted his bid — he's allowed to pull it within 72 hours," Mr. Sh explained, noting that bid withdrawals are rare but permitted as a protection for genuine errors. Council members emphasized the need for careful timing and outreach to maximize the pool of bidders.
Council approved the motion to reject and rebid. Staff said it would strategize on rebidding timing and engage with contractors before reissuing the solicitation.
