Council hears first reading on stormwater code update to align with Ohio EPA rules

At a first reading the council considered an ordinance to update Pepper Pike’s stormwater management regulations to reflect current Ohio EPA standards and administrative code requirements.
Don, the city engineer, told council the draft is intended to mirror the state’s required calculations so the city will follow the most current stormwater manuals and adopt changes when the state modifies its regulations. “We mimic what the state of Ohio EPA requires us to do,” he said.
Staff explained the city holds a permit to discharge stormwater into waters of the U.S.; that permit imposes annual requirements for how construction-site discharges and other runoff are regulated. The update would change local code language to reference the state’s calculations rather than embedding every technical formula in city ordinance.
Council treated the item as first reading; city attorneys and engineering staff will refine the draft before it returns for subsequent consideration.
