Council adopts Convention of States resolution and authorizes transit contract with Area Agency on Aging; Rogers abstains on transit vote

Greenville City Council adopted two resolutions during its regular meeting: one expressing support for a Convention of States and another authorizing the mayor to enter a contract with the Area Agency on Aging (PSA 2) to provide transit services through Dec. 31, 2026.

Council moved to suspend the rules and read the Convention of States resolution by title only before adopting it. The motion to adopt was put to a roll call and every recorded council member voted yes; the resolution passed.

On the transit resolution, the council likewise suspended rules for immediate readings and considered a resolution authorizing the mayor to contract with the Area Agency on Aging (PSA 2) to deliver transportation services through the end of 2026. On the roll calls recorded during suspension and adoption the same pattern appeared: Council member Rogers recorded an abstention while the other council members recorded yes votes, producing a final tally of six yes votes and one abstention. The resolution was adopted.

Motions to suspend rules and adopt each resolution were initiated from the dais (motions recorded as made by Council member Godwin and adoption motions attributed in the transcript to the council member identified as "Miss Hole"). The transcript did not record a firm second for the adoption motions.

Both measures were presented with little debate at the meeting and no recorded public testimony on the resolutions. The Convention of States resolution asks the Ohio Legislature to advance a resolution restoring certain authorities to levels of government closer to people; the transit resolution authorizes the mayor to enter a contractual agreement with PSA 2 to provide transit services to residents until Dec. 31, 2026.

The council proceeded to other agenda items and later recessed into an executive session on personnel.
