Redevelopment authority approves up to $10,000 for MEPA scoping and hears proposal for Flint neighborhood water line

Staff told the board that MassHousing has funded significant earlier work on the urban renewal and NEPA review but cannot use the remaining $63,000 in a Flint-targeted grant for capital work such as installing a permanent water line to support a community garden. Staff estimated the water-line work could cost about $10,000 and said the park department has approved the project design; the authority’s contribution under the proposal would be installation of the line, not ongoing water service.
Because the next steps for MEPA/NEPA under the new regulations are not fully defined by staff or consultants, the board approved a not-to-exceed $10,000 authorization to increase consultant scope (transcript names referenced as Inis/Land Strategies and Tie and Bond) so consultants can tell the authority what is required and prepare a scope of work and budget for the full MEPA process.
The motion passed unanimously; board members asked staff to return with the consultant scope, cost estimates and follow-up recommendations at a future meeting.
