Board approves nonexclusive Verizon franchise agreement to expand video service options

The James City County Board of Supervisors voted May 20 to adopt a nonexclusive video/cable franchise agreement with Verizon Virginia LLC that allows Verizon to offer video (Fios) service in its initial service areas and does not limit future buildout within the county.
Planning staff described the agreement as substantively similar to existing contracts with other providers and noted federal law restricts local control over Internet rates but allows the county to require public‑access channels and other service obligations. "This is the same kind of franchise agreement we have with other providers," a staff presenter said.
Matt Ogburn, Verizon's director of government relations in Virginia, told the board Verizon plans to expand but had no firm local schedule for county‑wide buildout. Board members pressed Ogburn on coverage gaps and small‑cell solutions; he offered to connect board and staff members with Verizon's engineering teams for area‑specific assessments and follow up on damaged or unused utility boxes reported by supervisors.
After closing the public hearing, the board moved to approve the franchise agreement by roll-call vote; the clerk recorded the motion as carried. The agreement provides another option for cable/video service in areas Verizon serves and obliges Verizon to provide cable service to certain county facilities, while preserving the county's nonexclusive arrangement with other providers.
