Financial update: County staff provided an update through Dec. 31 showing general fund revenues of about $31 million (approximately 68.5% collected) and department expenditures near expected seasonal levels. Key points: property tax collections were high in the second quarter, intergovernmental revenues included one‑time Elm funding, investment income was beginning to decline with interest‑rate changes, and capital project activity now includes the Union Church roundabout construction and law‑enforcement building improvements. Local option sales tax collections were up roughly 4.8% year‑over‑year for the same quarter.
Approved variances and development matters: The board approved Variance P25-0301 for Hart Holdings LLC to allow a flat‑roof parapet design for a proposed B1 commercial building after applicant testimony and commitments to buffering and roof‑top equipment mitigation. The applicant’s architect said rooftop HVAC would be screened behind parapet walls and the applicant proffered additional measures to reduce mechanical noise.
The board also approved Variance P25-0303 allowing a guest house in the front yard for a Partridge property so the owners can house a family member on a 2.5‑acre lot.
Transportation and interagency approvals: Public Works staff asked for approval of a GDOT utility‑aid agreement to relocate water lines for a future SR‑53 roundabout at Ray Church and Malcolm Bridge Road. GDOT agreed to a 25% reimbursement of relocation costs; the board approved proceeding and directed staff to return with final costs after the project is let.
Law‑enforcement background checks: Commissioners authorized the chairman to execute an updated agreement with the sheriff’s office to provide alcohol background checks in the format required by state authorities.
An executive session on land acquisition and personnel followed, and the board then adjourned.
