At its Aug. 28 meeting, the City of Freeport council approved the consent agenda and carried a set of motions to advance several procurement and local-administration items.
Public comment: Amelia Beard, representing G Coast Soccer Club, asked for a retroactive fee waiver for city field-use that she said would amount to roughly $700; Councilwoman Hurst moved and council approved the waiver and credit. "We get fee waivers as a nonprofit," Beard said, asking that the council consider retroactive reimbursement and future fee relief for recurring use.
Procurement and project awards: Engineering staff reported bid results and sought awards for several projects. The reuse booster pump station received six bids and staff recommended awarding to North Florida Construction as the low bidder for $1,179,975; council approved issuing a notice to proceed. The USDA-funded 2 MGD wastewater treatment expansion also had North Florida Construction as low bidder at $3,947,000; council approved the award contingent on interim financing and USDA approval. For the Bay Area phase-one scope revision, staff said additional grant funding increased available grant funds and proposed the city purchase approximately $2.6 million in equipment directly, reducing the contractor award to $6,316,871 to L&K Contracting; council moved to award.
Staff also asked authorization to create a purchase order with Airvac for equipment up to $2,692,954; council approved the purchase order noting tax savings from direct purchase. The council approved an engineering proposal for construction inspection services and a proposal from Riper Analytics (capital finance planning assistance) as presented in the packet.
Other routine matters: the council approved the city’s insurance renewal through FMIT in the amount of $391,638, authorized submission of a state grant application for a local transportation project, and approved a list of capital-improvement projects for grant eligibility and budgeting.
Outcome and next steps: Staff will issue notices to proceed and continue interim financing work as needed for USDA projects; staff will return with formal contract documents and any finance contingencies as projects advance.
