Committee backs cut in barbering training hours and reciprocity changes

Mason McNelte, identified as the administrator for the Kentucky Board of Barbering, told the committee the proposal would reduce required training hours from 1,500 to 1,200, cutting roughly three months from most students’ programs. He said allowing 10‑hour school days (instead of strictly eight‑hour days) would enable students to earn 40 hours over four days and potentially work while attending school. McNelte also said out‑of‑state practitioners with comparable training would see their reciprocity window reduced from three years to one year to simplify entry for applicants licensed in other jurisdictions.
The committee considered a committee‑sub recommendation and approved the bill as amended. Representatives praised the bill as a workforce pipeline step, and Chairman Cook announced the committee’s approval and that HB 273 will proceed to the House floor.
