Council adopts county Local Mitigation Strategy update to preserve FEMA mitigation eligibility

City staff and a county emergency management representative explained the Local Mitigation Strategy (LMS) update required every five years under FEMA and state rules. The LMS consolidates hazard history, vulnerability analysis, and a prioritized list of mitigation projects for the county and participating municipalities.
Joe Goldberg, appearing for the LMS working group, said adopting the countywide LMS helps the city maintain eligibility for FEMA reimbursement after disasters and gives municipalities access to mitigation funding streams including pre-disaster and post-disaster mitigation grant programs. Staff also said the LMS is a living document and demographic figures (drawn from census and other sources) may be updated as staff refines the city’s project priority list.
Council moved and approved Resolution 2025-23 to adopt the county LMS; staff noted a planning coordinator in the emergency department will take the lead on the city’s participation and on refining project priorities in coordination with other jurisdictions.
