At the Dec. 9 Freeport council meeting planning staff introduced a small-scale amendment and rezoning request for a 2.66-acre property east of the Highway 331 retail plaza.
Planner Samantha Grace explained the request to change the parcel’s future land use from low-density residential to the city's mixed-use designation and to rezone the parcel from low-density residential to general commercial. The applicant’s representative presented a commerce-park style site plan intended for small commercial and contractor storage uses and said buffering and fencing are proposed to minimize impacts on adjacent single-family lots.
The applicant noted that the project will require approximately 900 feet of new sewer line along Old Jolly Bay Road to connect, which staff said would open sewer access to roughly 20 nearby homes. Planning staff said they had mailed certified notices to about 30 adjacent property owners and had received one letter of support from a neighboring property owner, Shishler LLC.
Council conducted the required oath for public testimony and took public comment; after discussion the council held the first reading of the future land use and zoning ordinances and directed staff to proceed with the statutory notice and second-reading process.
The action at the meeting was procedural — a first reading and referral for the required follow-up, not a final rezoning decision.
