City staff raised logistical concerns, saying many authority properties lack connectivity and the necessary equipment to reliably host hybrid meetings. "Connectivity can be a difficult piece at Housing Authority property" a staff member told the council, noting equipment would need to be brought in and that public-safety and resident comfort were considerations.
Council members recommended alternatives including moving the pre-session to study-session or regular meeting days so public attendees dealing with city issues would not be required to come to a housing property. Council members also agreed staff could consult with LHA staff to identify suitable venues and confirm whether on-site meetings would be feasible without disrupting residents.
No final change was approved at the pre-session; staff and councilors agreed to continue coordinating on scheduling and logistics.
