O'Brien also presented proposed new Chapter 814, implementing SB 1535 to create an advanced nuclear energy workforce program in collaboration with the Texas Education Agency, Texas Higher Education Coordinating Board and consultation with the Public Utility Commission. Commissioners approved publication for a 30-day comment period.
Staff presented a proposed amendment to Chapter 809 (child-care fraud, fact-finding and improper payments) but a commissioner asked for additional information and the item was tabled for one week; Jason Stalinsky from fraud deterrence and compliance monitoring indicated staff could accommodate a one-week postponement to answer outstanding questions.
Allison Wilson (Child Care and Early Learning) presented the board contract year 26 mid-year review. Staff recommended revising performance targets upward after updated expenditure data showed higher average monthly costs per child (staff said the forecasted statewide average monthly cost per child rose from about $790.52 to just over $800). The commission approved the recommended revisions and the distribution of additional funds to boards identified in the discussion paper.
Steven Sager presented the final round of local match agreements for BCY26 and told commissioners staff had documentation from 16 boards.
