Presenters said the organization received the building from the city one year ago, then identified and removed an employee responsible for “financial mismanagement,” furloughed 15–20 staff positions, and shifted to a lean staffing model. John Sweeney, interim executive director, described rapid audience growth, saying the group is selling out a 550‑seat theater and attracting some out‑of‑state visitors. The presenters emphasized plans to diversify revenue with rentals, youth programs and partnerships, and they offered monthly reporting to the city if funds are approved.
Council discussion focused on whether to place the appropriation on a future agenda for a formal vote. Council members asked about anticipated rental revenue, the organization’s plans to ensure financial controls and whether the city would become a recurring funder. Presenters said they did not expect repeated annual requests and emphasized steps taken to strengthen governance and reporting.
