The Franklin County Fiscal Court voted to authorize a lease agreement permitting the creation of a Franklin County Boys and Girls Club in a county-owned building on West Main Street and to include language that formally recognizes the county’s in-kind contribution for grant-matching purposes.
Amy Snow and partners described months of planning with the Wanda Joyce Robinson Foundation and the Boys and Girls Club umbrella organization. They said the club would hire a director and program staff and seek private donations and grants to sustain initial operations. The club intends to work with local institutions, including Kentucky State University, on potential work-study staffing and program development.
Several magistrates voiced strong support for the project and asked that the lease record a market-rate valuation for the building so that the county’s contribution can be used as in-kind match on grant applications. The judge and staff said they would prepare an addendum or an appraisal estimate for the lease to document the in-kind amount; the court authorized the agreement with that caveat.
Court members welcomed the club as a way to expand youth programming and support families; the lease passed in the voting session with the requested amendment to record market-rate in-kind valuation for grant purposes.
Next steps: County staff will finalize lease language and produce a market-rate valuation or appraisal to be recorded in the agreement; the Boys and Girls Club organizers will proceed with hiring and fundraising.
