Casey Cash, water management planner at the Bluegrass Area Development District, told Franklin County Fiscal Court that House Bill 1 included a $2.8 million state line‑item to support the Elorn sanitation sewer extension project. Cash said the award covers a major portion of a project estimated at roughly $3.43 million and that the county will enter an assistance agreement to receive the funds through the Kentucky Infrastructure Authority (KIA).
"This is going to instead of how they used to do it where the state would write a check... it's going to be funneled through the Kentucky Infrastructure Authority," Cash told magistrates, explaining that the county will have to meet KIA’s administrative, procurement and reporting requirements.
County attorney Max confirmed he had reviewed the agreement and requested minor clarifications; Cash said Bluegrass AD could provide administrative services for a fee (roughly 1% of the grant) to manage procurement, draws and reporting. Court members asked about the project schedule; Cash said the project profile lists a completion date of Dec. 1, 2026, though that could change as engineers finalize plans.
The court voted to approve the assistance agreement and to accept the grant terms, authorizing the county judge to sign related documents.
