The Ocean View School District board on Jan. 28 authorized staff to proceed with a recommended HVAC replacement approach for Golden View Elementary that would replace old rooftop units with single‑zone variable air volume (VAV) units using existing ductwork.
Executive Director of Facilities Jim Cho said the district studied five options and selected the VAV replacement as the least intrusive, quickest to procure and the most cost‑effective given current lead times. Cho said the existing rooftop units were at least 30 years old and that the VAV option would improve efficiency, reduce temperature variation across classrooms and allow controls diagnostics.
Cho said the project was estimated near $2 million (staff are awaiting final quotes) and that the typical construction warranty is one year with an available five‑year base parts warranty; he is negotiating for a 10‑year warranty with the manufacturer. Board members asked about DSA involvement and the likelihood of design review; staff said the proposed option minimizes structural changes and DSA involvement is expected to be minimal but would be pursued early if the board approves.
Vice President Saers asked whether zones could be controlled separately (yes — units will be zoned by thermostat and the design envisions five zones at Golden View) and inquired about lead time; staff said manufacturer lead time is about 16 weeks and that installation would fit the district schedule if ordered promptly.
The board reached consensus to move forward with the recommended option and staff said they would return to the board for contract approval and scheduling details, using an existing California Multiple Award Schedule (CMAS/CAS) contract to streamline procurement.
