PITTSBURGH — Council members on Feb. 18 debated an ordinance to add a dedicated fleet vehicle fund to the city code that, as proposed, would target roughly $20 million a year beginning in 2027 to address long‑standing fleet replacement needs.
The bill sponsor described the fund's purpose as creating a recurring revenue stream to modernize vehicles across departments. "The purpose of this bill is to establish a fund where we would be putting in $20 million a year into our fleet," Councilwoman Warwick said.
Council members asked department heads and the administration for time to reconcile baseline numbers against equipment leasing authority and departmental estimates. Committee members noted a range of figures discussed in the briefing: the city's controller had described a scenario to reach a fully refreshed fleet that could cost "more than $200 million over five years," while other comments in committee referenced higher multi‑year targets and a need to coordinate with fire, EMS, public works and procurement before finalizing the amount.
Given outstanding questions about the exact annual contribution, department-level priorities and potential third‑party funding partnerships, the committee moved and approved a four‑week hold to allow administration staff to return with reconciled numbers and a recommended implementation approach.
