The O'Fallon Historic Preservation Commission unanimously approved a MoDOT traffic-box application on March 3 to wrap a three-sided utility box at the Highway K and Laura Hill intersection with historic photographs of the former K Shop. The application was sponsored by the Kevin family and will be funded through the O'Fallon Community Foundation (OCF).
Commissioner Goings presented the application and said the family provided a collage of historic photos to use on the box. He described the proposed layout: the front-facing panel would show a primary historic photo and the back-facing panel would display a collage of images; the side with a vent will carry a small OCF sponsorship logo. "If this commission approves, I will encourage the Kevin family to work with the OCF to make the financial arrangements to contract for the manufacture of the vinyl wrap and the installation," Goings said.
Goings noted the box is MoDOT-owned and explained the approval process: MoDOT requires an application and attends installations to ensure the function of the box is not compromised — specifically, that ventilation is preserved. "They attend the installation just to make sure the function of the box is not compromised by wrapping it in vinyl," he said, adding that vents must remain unobstructed.
A motion to approve the application was made and seconded; members voted by voice and the motion carried. The commission did not record a roll-call tally in the transcript; the approval was recorded as "motion approved." Commissioners discussed logistics such as the need for original, high-resolution photographs for large-format printing and noted that MoDOT and the city require copyright-release documentation from photo owners.
Next steps identified by the commission: if the commission's content approval holds, the sponsoring family will work with OCF to fund and contract installation; OCF or its vendor will coordinate with MoDOT on the installation schedule and technical constraints. The commission's approval covers content suitability; the formal permitting and installation steps will proceed through MoDOT's process.
