Staff said minor edits and rescissions will be presented in grouped, consent‑style blocks on the committee agenda with an option for members to pull items for separate discussion.
Among items highlighted for Alpha A (foundations and basic commitments), staff reported that the district wellness program underwent recent changes in June and that Title IX‑related policies and the accompanying complaint procedure received intensive legal review within the last 24 months. Staff advised that Title IX contact information remains in policy because federal guidance and MSBA recommendations require listed contacts for compliance and ease of access.
The review also flagged operational details: tobacco‑policy signage needs updating after recent facility renovations so campus signs again reflect the district’s tobacco rules, and several facilities‑related policies (asbestos, hazardous materials, waste management) could be consolidated into a single facilities policy with statutory cross‑references.
On fiscal items, staff reported a review of 46 fiscal‑management documents: 13 require no changes, 14 need minor edits, 4 are recommended for rescission (including an energy risk management policy not used in recent years), and 15 require more significant revisions. A board member asked about a change to the district’s debt‑coverage ratio (DCR) guidance from 15% to 20%; staff said bond underwriters and consultants reviewed the change and that the state increased the bonded indebtedness threshold to 20%, and staff will provide a cross‑reference to the applicable statute.
Board members asked that the committee’s four‑ or five‑page summary be included in Dr. Mlin’s memo so the entire board can understand forthcoming changes. Staff confirmed the memo and reminded members that final policy changes will proceed through the board’s first and second reading process before any adoption.
