Finance committee approves reassignment of FY27 budget review duties among standing committees

The County Assembly of Delegates Standing Committee on Finance voted unanimously to reassign portions of the proposed FY2027 operating budget for review by standing committees, aiming to distribute workload and allow more detailed scrutiny.
Chair Omen said the committee’s role is to delegate portions of the budget to other standing committees for review and that final recommendations will return to finance before going to the full assembly. Members discussed moving Children’s Cove from Health & Human Services to Public Services, transferring the Cape Cod Commission from Finance to Economic Affairs, and moving Cooperative Extension and “Americanore” to Natural Resources to better align subject matter with committee expertise and spread review work.
A motion (as stated by Deputy Speaker Fisel) was made to implement those changes and was amended on the floor to also move the Center for Public Safety Training to Public Services and to place the Human Rights Advisory Commission under Health & Human Services. The clerk read the resulting committee assignments back to the members; the committee approved the reallocation on a roll call (Deputy Speaker Fisel, Delegate Gallagher, Vice Chair Killian, Delegate Ali and Chair Omen voted yes). The clerk said the office will circulate the finalized assignments and directions to committee chairs so subcommittees can schedule reviews promptly.
Members emphasized that all committee recommendations will come back to finance for consolidated review and that staff will send formal direction to chairs about the scope of review for their assigned budget portions. The committee moved on to adjournment following the vote.
